An MCP tool is a named function with a JSON Schema. Hosts list tools, then call them. That is discovery and execution. It is not billing.

If you want the tool to be purchasable, attach a payment overlay that a buyer can complete without a human: x402 challenge-handoff, a gateway, or MPP. Until the MCP spec names a payment profile, say which overlay you implemented.
